It’s a well known fact that the Indian IT/BPO industry achieved its phenomenal growth owing to Indian Diaspora paying a key role in the startup stage of the industry. In Sri Lankan too, over the past 10 years, the majority of IT/BPO related investments were initiated or supported by the Sri Lankan Diaspora living in countries such as UK, USA, Australia and Japan.

Following the toes of its neighbor India and the Philippines, Sri Lanka is also endeavoring to become an important destination for IT and ITeS services, especially business process outsourcing work. A recent statement issued by a Sri Lankan industry body, said that the IT companies in the island nation are eyeing BPO work from the small businesses in the European nations.

Sri Lankan IT-BPO body SLASSCOM is planning on setting up a business incubator by the end of the year so IT students have the ability to access resources and funding to leverage their business ideas into real world start-ups. This was revealed by SLASSCOM member and Ridgecrest Asia Chief Executive Sanath Fernando during his remarks at the recent "Enterprise Summit on Developing People for Growth and Innovation" organised by the British Council.

An enterprise summit to help create a culture of economic value through creative enterprise

SLASSCOM, the national IT/BPO industry chamber, has initiated an aggressive promotional campaign in the UK in order to introduce Sri Lankan IT/BPO capabilities and to help build relationships with key decision makers in the UK and Europe.

 “We are focusing on UK and Europe as one of our strategic markets to promote the Sri Lanka IT/BPO industry. UK has been a long standing trade partner of Sri Lanka and through the partnership; we aim to extend this to the emerging IT/BPO industry” said Ashique M Ali, Director and Global Trade Forum Leader of SLASSCOM.

Prompted by a recent announcement by Sri Lanka's Information and Communication Technology Agency (ICTA) that the country's Cabinet of Ministers had, in early December of last year, finally approved the nation's e-government policy, a process begun at the end of 2004; the Business Times solicited opinions from key IT industry leaders regarding this 32-page document, titled "Policy and Procedures for ICT Usage in Government (e-Government Policy)" and available at www.icta.lk, which will form the backbone for the way forward for ICT in Sri Lanka especially now that it has become mandatory for all government agencies.
According to Virtusa General Manager and SLASSCOM Secretary General, Madu Ratnayake, "it will provide clarity of purpose and gives the implementing agencies the required buy in to drive the initiatives". He adds that "given large scale IT based improvement initiatives is relatively new to some government organization, having a clear policy and stated commitment by the government will help". Additionally, "technology probably is the key government transformational tool that supports the delivery of a superior service to the citizens.

Almost one quarter (22 percent) of UK small and medium enterprises (SMEs) are considering offshoring, while one in ten are very likely to offshore elements of their businesses in 2010, according to research conducted by ICM Research in November on behalf of SLASSCOM, the development body for Sri Lankan outsourcing.
